It shall be unlawful for any owner to keep, possess or harbor any unregistered or untagged dog in the city. Between January 1 and January 31 of each year or within 30 days after the third day the owner keeps or harbors a dog or within 30 days after a canine specie attains six months of age, the owner of any dog shall cause the dog to be registered at the office of the city clerk. The registration book shall contain the name, address and telephone number of the owner and the dog’s breed, name, neutered, and such other information as the city clerk may deem necessary. The city clerk, or designee, shall, upon receipt of the license fee, issue a license and tag, bearing a number and stating the year for which the license and tag are issued. Replacement tags shall be issued for $.50 each. Licenses and tags are not transferable.

A license fee is hereby Imposed and levied upon the owner of each dog In accordance with the following:

(a)   For neutered dogs, the license fee is $1 per year per dog.

(b)   For all other dogs, the license fee is $3 per year per dog.

(c)   The license fee Is due on January of each year or on the 3rd day the owner keeps or harbors a dog or on the day a canine specie attains six months of age, and is payable to the city clerk within 30 days of the due date.

(d)   The license fee is increased by $1 if more than 30 days past due, by $2 if more than 60 days past due, by $5 if more than 90 days past due, and by $10 if more than 120 days past due.

The owner of any dog shall cause the dog to wear a collar or harness at all times. The dog’s tag shall be securely affixed to the collar or harness in such a manner that it may at all times be easily visible. Tags shall not be transferred from one dog to another.

No license and tag shall be issued until the owner of a dog shall furnish the city clerk a certificate signed by a_ licensed veterinarian, showing thereon that the dog has been vaccinated against rabies. The inoculation certificate shall be deemed current and valid if it does not expire within the current calendar year.
